Native American and tribal communities face housing shortages, overcrowding, aging homes and limited infrastructure, intensified by historic underinvestment in tribal and rural housing.

FHLBank San Francisco’s voluntary Tribal Nations Program partners with member financial institutions, tribal organizations and housing coalitions to support affordable housing, infrastructure and capacity building in Arizona, California and Nevada.

Grants to Support Affordable Housing Development

The Tribal Nations Program supports tribal communities with grants as they create, expand, and preserve affordable housing through activities including:

• Predevelopment and infrastructure planning

• Property acquisition

• Housing construction

• Housing rehabilitation

Since the program began in 2024, FHLBank San Francisco has awarded more than $8.8 million to expand affordable housing and strengthen tribal community development, including $7.3 million through member financial institutions and $1.5 million to housing coalitions for support and outreach.

For the 2026 Tribal Nations Program grant cycle, this FHLBank San Francisco program provides $6.2 million in total funding, including:

• $5.46 million available for member financial institutions to reserve on behalf of tribal organizations in Arizona, California and Nevada, and

• $740,000 to provide outreach and technical assistance for tribes through the Arizona Housing Coalition, California Coalition for Rural Housing, and Nevada Housing Coalition.

FHLBank San Francisco members may request grants up to $800,000 for eligible tribal organizations* to support the construction or rehabilitation of affordable housing for Native American and tribal communities.

Requests to deliver these grants are being accepted on a first-come, first-served basis, now through Friday, November 13, 2026, or until program funds are exhausted.

1. Complete a Certification and Disbursement Request form and project budget.

2. Submit the request to outreach@fhlbsf.com.
