Member financial institutions of the Federal Home Loan Bank of San Francisco are required to provide information on their community support activities during the biennial Federal Housing Finance Agency’s (FHFA) Community Support Review.
The Federal Housing Finance Agency’s (FHFA) Community Support Program regulation (12 CFR 1290) requires Federal Home Loan Bank member financial institutions to document their community support activities for the FHFA once every two years, by completing a Community Support Statement (CSS) form on the FHFA’s website portal.
This year, members of the FHLBank San Francisco must complete the Community Support Statement (CSS) beginning on April 1 through October 31, 2025. The one-page form must be completed by an appropriate senior officer of the member institution.
Members must complete the CSS and meet certain standards of community investment or service in order to maintain access to long-term FHLBank San Francisco advances and Community Programs. In its Community Support Review, the FHFA will take into account the member’s performance under the Community Reinvestment Act of 1977 (CRA) and the member’s record of lending to first-time homebuyers.

Note: All members must complete a CSS for the 2025 biennial review unless:
The member has been a member of the FHLBank system for a total of less than one year as of March 31, 2025;
The member has been certified as a community development financial institution by the CDFI Fund (other than a member that is also an insured deposit institution or a CDFI credit union); or
Pursuant to 12 C.F.R. part 1263, the member’s membership in a FHLBank is terminated via consolidation or withdrawn with an effective date before October 31, 2025.
