AHEAD Program
The Access to Housing and Economic Assistance for Development (AHEAD) Program provides grants to support economic development and housing projects during the conception and early development stages. A recoverable grant program, AHEAD funds projects that produce housing, services, or other benefits for low-to moderate-income households, result in the creation of retention of jobs in the community, or facilitate public or private infrastructure projects.
- Only Bank members can submit applications.
- Bank members may apply for grants for specific projects working in partnership with community-based sponsors.
- The application process has two phases. Interested members must first submit letters of intent; following the Bank's review of the letters, selected projects are invited to submit applications.
- If the project that receives an AHEAD award meets its goals, project sponsors will make best efforts to repay the grant to the Bank so that funds can be recycled for other projects.
2008 AHEAD Program
In 2008, the Bank made available $500,000 in AHEAD program funding to its members, with individual grants averaging between $20,000 and $25,000.

Participation in the AHEAD Program requires compliance with all AHEAD Program policies, regulations, obligations, and procedures. Noncompliance with AHEAD Program requirements may subject an award to cancellation and/or immediate repayment of AHEAD funds.To ensure that the awarded AHEAD funds are needed and used appropriately, the Bank monitors AHEAD projects during the application, funding, and termination phases.
